Saddle Creek Men’s and Ladies Clubs Tournament Pace of Play Policy

USGA Rules of Golf Rule 6-7 states, in part: “The player shall play without undue delay and in accordance with any pace of play guidelines which may be laid down by the Committee” and thereafter prescribes penalties for slow play. In order to prevent any such penalty, please review carefully the following policy, which will be in effect for all Saddle Creek Men’s and Ladies Clubs Tournaments, effective July 1, 2008.

In most cases, tournament scorecards will have the expected time your group is to complete each hole. If you fall behind, you are expected to play efficient golf and get back into position. This might mean playing ready golf or continuous putting, which are both allowed in stroke play. Clocks are stationed throughout the course giving you the opportunity to check on your pace throughout the course.

CHECKPOINTS: 9th and 18th Greens
A Saddle Creek Player Assistant will record your pace on the 9th and 18th holes. A hole is considered complete when the flagstick is returned to the hole. You will be shown
• a GREEN card if your group is within your expected time;
• a YELLOW card if you are behind your expected time but within 15 minutes of the preceding group; or
• a RED card if you are OUT OF POSITION, which is behind your expected time and more than 15 minutes behind the preceding group.

If you are OUT OF POSITION after finishing the 9th or 18th hole, everyone in the group will be assessed a potential pace of play penalty. Pace of play penalties are to be added to the score on the 9th or 18th hole. No warnings are issued with this policy (RED card = potential penalty).

OUT OF POSITION and PENALTIES:
If any group passes one checkpoint (9th or 18th hole) behind its expected time AND more than 15 minutes behind the preceding group, players will be shown a RED card and each player in the group shall add a potential ONE-STROKE PENALTY to their score for that hole.

If they pass the second checkpoint behind their expected time AND more than 15 minutes behind the preceding group, another RED card will be shown and each player shall add an additional potential TWO-STROKE PENALTY to their score for that hole.

A group must appeal the penalties in the scoring area before surrendering their scorecards.

A player concerned about a slow player(s) in his/her group should first speak with the player(s) and encourage them to play more efficiently. Then, the concerned player may, before or after penalties are assessed, ask to have the group monitored. The individual player does not have to be identified; the request just needs to be made. At some point during the stipulated round, the group will be monitored. If a player is identified as holding up the pace of the group, penalties may be applied to that player and rescinded from the others.

APPEAL PROCESS
Pace of Play penalties must be appealed by notifying the Golf Professional of the appeal prior to scorecards being signed and turned in. In order for an appeal to be considered, there must have been an action by the Committee, a circumstance beyond the players’ control, or some similar occurrence that contributed to the delay, such as an action by an individual member of the group.

If a group receives a penalty for exceeding the pace of play for each nine, both penalties may be appealed, however, each appeal must be made and handled separately. Each appeal may result in a one step reduction of a penalty (i.e., three strokes to one stroke then one stroke to no penalty, but not three strokes to no penalty).

Ladies Club representatives shall act as the Committee for Men’s Club events; Men’s Club representatives shall act as the Committee for Ladies Club events.

Hole-in-One Policy
Rev. March 2008

The Saddle Creek Men's Club Hole-in-One Insurance is funded by a portion of Member Dues.

When a hole-in-one is made at Saddle Creek by a member of the Saddle Creek Men’s Club, the Men’s Club will pay for one drink per Men’s Club member while the player who made the hole-in-one is present in the Lodge on the day he scores the hole in one.

Drinks covered include beer, house wine, well drinks and soft drinks.

Men’s Club funding is limited to $300.

Handicap Policy
August 12, 2007

1. All tournament scores that would be defined as "exceptional" scores would be tracked. Exceptional scores are net scores that are at least 4 strokes below the course rating (e.g. 67 from our combo's). These scores would be tracked for a rolling 12 month period.

2. If a player shoots 2 "exceptional" tournament scores in those 12 months, the handicap committee MAY recommend a new handicap index for that player to the Board. If a player shoots 3 "exceptional" tournament scores in that period, the handicap committee SHALL recommend a new handicap index to the Board.

3. The Board will take up the issue of the reduction or action suggested by the handicap committee at their next scheduled meeting. The Board shall notify the player involved either by letter or email of the recommendation and that if will be acted upon at the next meeting of the Board. The Board shall advise the player in that writing that if the player wishes to respond to the recommendation they should do that IN WRITING (email or letter) by the Friday immediately preceding the next meeting.

4. The revised new handicap index for that player will be the sum of the differentials for those "exceptional" rounds divided by the number of "exceptional" tournament scores posted and multiplied by 96%. That new handicap index will remain in effect for all Saddle Creek Men's Club events for a minimum 6 month period when it will be reviewed by the committee.

Article I - NAME

The name of this Club shall be Saddle Creek Men’s Club.

Article II - PURPOSE

1st: To promote and foster among it's members and Junior Members a closer bond for their joint and mutual benefit, and to promote and conserve the best interests and true spirit of the game of Golf as embodied in it's ancient and honorable traditions.

2nd: To encourage conformance to the USGA Rules of Golf by creating a representative authority.

3rd: To maintain a uniform system of handicapping as set forth in the regulations of the Northern California Golf Association in accordance with the United States Golf Association and issue USGA Handicap Indexes to the members.

4th: To afford a convenient and authoritative body to govern Club tournaments held at various courses.

Article III – MEMBERSHIP

Section 1. Membership shall be available to all men 18 years of age or older who have purchased a full golf membership at Saddle Creek Golf Club. Junior membership shall be available to male children, between the ages of 12 and 17, of members in good standing. The head Golf Professional shall qualify eligibility.

Section 2. Memberships in the club are individual and non-transferable. Dues includes membership in the Northern California Golf Association. The NCGA provides $1.00 toward a subscription to the quarterly NCGA magazine. NCGA News, monthly-computerized handicap, NCGA tournament eligibility and any other special membership services available, are part of the membership.

Section 3. Membership confers no voice in the operation of any golf courses, clubhouses nor any facilities of the golf course.

Section 4. Memberships in the club are for calendar year only with all memberships expiring on the 30th of November.

Section 5. The fiscal year for the Club will be December 1 through November 30.

Section 6. The annual meeting of the Saddle Creek Men's Club shall be held on the first Saturday in the month of October. The Board of Directors shall provide for the holding of such others meetings as they deem necessary or desirable, and they shall call special meetings upon written petition signed by not less than ten percent of the membership.

Section 7. Members must participate in a minimum of four (4) Saddle Creek Men's Club events in the current Men's Club Year to qualify for play in the Saddle Creek Men's Club Championship. A Men's Club Year begins with the Men's Club Championship and runs to the event preceding the next Championship.

Section 7a. Junior Members may participate in Men's Club events, with the exception of the Club Match Play Championship, the Club Championship, and the Annual Member/Guest tournament, provided they are between the ages of 12 and 17, are NCGA Members, and have a current handicap index of 18 or below. For events which have a sufficient number of Junior Members participating (sufficient defined as 4 or more), a separate flight for Juniors will be held. Normal age requirements must be met to participate in NCGA Zone qualifiers.

Section 8. In the event any member of this organization shall commit any act which reflects discredit or dispute thereon, or shall refuse or neglect to comply with the rules and regulations adopted by the Board of Directors or duly appointed officers, such member shall be subject to suspension or expulsion after 10 days written notice and the right to be heard, by a vote of two thirds of the Board of Directors at any regular meeting or special meeting called for such purpose.

Section 9. All membership fees and dues shall be established by the Board of Directors in such amounts as they deem to be adequate to operate and maintain the Club. Membership dues will be billed on October 1 and if payment is not received by December 1, membership will be put on an inactive status and the member will be required to pay the initiation dues to be reinstated. Initiation dues shall be $85 and annual dues shall be $70 for members, and an amount, not to exceed 50% of Men's club annual dues, for Junior Members. The amount for Junior members will be determined annually by the Board of Directors and will be in line with extent of involvement/opportunities which will be afforded to Junior Members.

Article IV - BOARD OF DIRECTORS

Section 1. The Board of Directors shall consist of at least four members in good standing of the Saddle Creek Men's Club. They shall exercise all powers of management of the Club not specifically excepted by these By-Laws. The Board of Directors shall include the Head Golf Professional of Saddle Creek, who shall only be allowed to vote in the case of a tie.

Section 2. At least five weeks prior to the Annual Meeting, the Board of Directors shall appoint a nominating committee consisting of three members of the Club. At least four weeks prior to the Annual Meeting, this committee shall submit to the Board, and the Board shall post upon the club bulletin board, a list of nominees to fill any vacancies for the term of office beginning on the day of the Annual Meeting. Names of other members in good standing may be nominated by petition signed by at least ten members and submitted to the Board at least two weeks prior to the Annual Meeting. At least one week prior to the Annual meeting, a list of all candidates nominated shall be mailed, or emailed, to each member at their last know address/email address and a copy of such list shall be posted on the Club bulletin board.

Section 3. A legal quorum at any meeting shall be twenty-five members present in person or by proxy. Each active member in good standing shall be entitled to one vote.

Section 4. Voting shall be by written ballot and those names receiving the greatest number of votes cast by those members present at the meeting shall be declared to be elected. The Board shall appoint a committee of three judges who are not members of the Board or candidates for election to supervise the election.

Section 5. The Board of Directors shall meet monthly, concurrently with Men's Club events, and a majority of the Board shall constitute a quorum at any meeting.

Section 6. In case of any vacancy through death, resignation, disqualification or other cause, the remaining directors, even though less than a quorum, may elect a successor by majority vote, to hold office for the remaining term of the director whose play shall be vacant, and until the club election of his successor.

Article V - OFFICERS AND COMMITTEES

Section 1. The officers shall consist of President, Handicap Chairman, Tournament Director, Secretary, Treasurer, and Head Golf Professional. Their duties shall be such as their title would indicate or such as may be assigned to them respectively from time to time.

Section 2. The term of office shall be one (1) year and shall not exceed three (3) consecutive years.

Section 3. The Board of Directors shall authorize and define the powers and duties of all committees. The President shall appoint chairman and all members of all committees, except the nominating committee and he shall be ex-officio member of all committees except the nominating committee.

Article VI - AMENDMENTS TO BY-LAWS

Section 1. The Board of Directors shall have the power to repeal or amend any of these By-Laws provided that such action shall not be effective until approved by a majority vote of the members of Saddle Creek Men's Club at a meeting held in accordance with the provisions contained herein.

Amendment Number 1 to the SADDLE CREEK MEN’S CLUB BY-LAWS
October 10, 2004

“Any member of the Saddle Creek Men’s Golf Club who is suspended by any governing body, such as the NCGA or USGA, is automatically suspended from playing in any Club event. The suspended member has a right to appeal.

Regarding appeals, any appeal not filed in accordance with the following rules will not be considered and the suspension shall remain in force.

RULES FOR APPEAL 1.) If the member appeals to a governing body the member shall at the same time send a copy of the appeal to the Handicap Chairman. 2.) If the member wishes to appeal the “Club” suspension he must do so within 15 days from the suspension date. He shall notify the Handicap Chairman in writing that he is requesting reconsideration of the Club’s automatic suspension. 3.) The member shall provide specific facts in writing for the Committee’s consideration.

Within 5 days of receiving the appeal, the Handicap Chairman will call for a committee meeting to review the appeal. The Committee shall have 15 days to review any appeal. The Club suspension shall be stayed pending the appeal. The decision of the Handicap Committee is final and may be appealed to the Men’s Club Board in writing, on the basis of abuse of discretion of the Committee only. The Board will consider any such secondary appeal at the next regularly scheduled meeting of the Board. The member must state in writing to the Board the specific allegation of abuse of discretion. Should the Board sustain the secondary appeal, the Board will then make a decision on the initial appeal. The member will be notified within 5 days as to the decision of the Board.

LENGTH OF SUSPENSION 1.) The “Club” suspension will be reviewed by the Handicap Committee six (6) months from the date of the original governing body’s suspension. The Handicap Committee will consider all facts, including the member’s posting records and the member will be notified in writing within 5 days as to the Committees decision regarding reinstatement.” 2.) The termination of suspension by the governing body which originally suspended the member will result in an automatic lifting of the “Club” suspension, subject to any rules or conditions imposed by the governing body.”
